Question: Does anyone know of a blonde actress?

I need help finding an actress that would be a good example for Stargirl/ Susan Caraway from Stargirl. If you don't know what that is, it's a book. Stargirl is supposed to be 16- 17, blonde, freckles, and not extremely pretty, but not ugly. Anyone know of an actress that fits that description?

Maybe Abigail Breslin, or that other blonde... Dakota Fanning. I guess they both are pretty, but when you say young blonde actress I think of them
